in order to get the Harpoon gun from Harlow during your main quest, you have to return to her in the Halai village immediately after you exit the science lab, otherwise that reward may not be there when she gives you further quests. Pierre's Magasin near Paradise camp has Harpoon guns for sale, visit him often.

The best shock mod is Pride. I haven't found any other fire mods than the Striker mod. And there is a toxic one called Detox (unsure if there's another, could check later today).
